Gentlemen,
I have the honour to return herewith the papers concern-
ing the Water and Drainage department
-
Hong Kong.
The principal point upon which I am called upon to
express an opinion, is, I apprehend, the proposed amalgamation
of the Water and Drainage department, with that of the Surveyor
General.
I am of opinion that the advantages, which Mr Cooper
sets forth in his lotter of 19th October, will be realised, so
long as he; or an engineer of equal capacity, experience and
energy, is at the head of the joint department.
In a Colony like Hong Kong,i
it is not however, always
practicable to secure the services of an Engineer, having the
ripe and varied experience as well as the energy and persever-
